Quantum Technologies Laboratories, Inc. ("QT") is a U.S.-incorporated defense company operating under United States export controls and federal acquisition regulations.
QT activities involving defense articles, defense services, and related technical data are governed by the International Traffic in Arms Regulations (ITAR, 22 CFR Parts 120–130), administered by the U.S. Department of State Directorate of Defense Trade Controls (DDTC). Activities involving dual-use commodities, software, and technology are governed by the Export Administration Regulations (EAR, 15 CFR Parts 730–774), administered by the U.S. Department of Commerce Bureau of Industry and Security (BIS).
QT maintains the registrations, licenses, and authorizations required for its scope of activity. Each engagement is reviewed for jurisdictional classification, end-use, end-user, and destination country prior to acceptance.
All counterparties are screened against the U.S. Department of the Treasury Office of Foreign Assets Control (OFAC) Specially Designated Nationals and Blocked Persons List, the BIS Entity List and Denied Persons List, and the DDTC Debarred Parties List. Engagements that conflict with U.S. sanctions or restricted-party determinations are declined.
Where QT contracts with U.S. federal agencies or operates within the federal supply chain, it adheres to the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the prohibitions of Section 889 of the FY2019 NDAA on covered telecommunications and video surveillance equipment.
QT aligns its information-security practices to NIST SP 800-171 for the protection of Controlled Unclassified Information (CUI), and progresses toward Cybersecurity Maturity Model Certification (CMMC) levels appropriate to engagement scope.
